Playing for fun I shoot/play however I feel like, outcome be damned. I play the correct shot when really trying. However, in either environment I have found that if I stop thinking and just freewheel/let go, I play my best pool. Overthinking can kill your game.

So.... I guess that would be a tactic. A strategy would be to make him so mad he can't see straight.
I always enjoyed when an opponent tried that strategy. I would show them that the natural elevation of adrenaline.......elevates my game. A good friend had an expression that I resemble.

His strategy included, getting thrown out of the first game. His tactics included flying elbows.

One day after work Greg gave me a lesson at the driveway hoop. I thought that reaching in for the ball as he was dribbling was a good tactic. He warned me, "Don't do that. I will hurt you." I never did that again.

ijust play what the table give me. if the balls are clear or im able to get to one thats tied up easy im gonna try and not give you another turn at the table
if i got lots of tied up balls im not gonna help you win and ill do my best to force you to open it up or make errors for me to win

When I practice I am working on the weakest parts of my game, I usually spend about 15 min. on each aspect as improvement will not come in one long session but over time, when I play a match I always play strategic, I think is the shot harder than the safety? Can I get out on this rack or are there problem balls? I factor in the skill level of my opponent, that's what I love about this game, to me it is a lot like chess, you have to think about the moves ahead, risk vs reward, ect., when you take the risk and win it is a great feeling, when you don't it stings a little bit but remember, there is always another rack to play until you can no longer play, enjoy every rack you get the privilege of playing.

One of the most fascinating pool challenges was the series in ROYs Basement A One Pocket battle between Josh Filler and Tony Chohan. Tony, of course, is one of the best OP players and Josh is just about one of the best shooters in the history of the game.

One Pocket is a game of intense strategy especially in the close to your vest 'Chicago' style. Tony obviously had the strategic advantage in the nuances of hide and seek. That's a great breakdown, and based on this I am 100% strategy over tactics. Plan your work and work your plan, constantly reevaluate and adjust, look at what's ahead not just what's in front of you, and play within your means. I might lose because of poor execution, but I don't want to lose because I made poor choices.

In pool strategy is how and what you practice. Tactics is when you intentionally apply those skills to the table.

in that match it seemed tony’s strategy was to tease josh to take low percentage shots for most mortals and most onepocket players would pass over
josh bit the bait
made the shot and ran more balls
and won the 5k
if tony had squeezed him tight i think that strategy would have given Tony the win
