Layered Tip life pre installation

I was recently given a Morri "M" layered tip, it is the first Morri for me. I have used other layered Tips for several years with great results.

The Morri Tip I believe was sitting on a shelf for 5-6 years. It was like a TAN color.

What I do not like about the Morri is I am constantly having to keep scuffing it up with 220 Grit Sandpaper to make it playable.

My question is:

Is what I am experiencing with this Morris Tip typical for Morri Tips, that be they need frequent scuffing, or could the Tip have gone bad from years of storage?

Well ....

The need for scuffing, is Moori typical regardless of the tips age. IMHO.
