I am looking for some suggestions on a decent handicap system for 8 ball and 9 ball league. I know that there is no perfect system but I am looking for something simple but effective and fair as possible. I am also open to suggestions for a different formats. If you have any, I would appreciate your input. Thank you in advance.
 
Please understand this is only my opinion. The APA 8b hdcp system if watched for sandbagging is not bad at all. The 9b hdcp system and rules it just a game with 9 balls, not the "real" game of 9b played world wide. So that alone will push me toward the bcapl hcdp system, but anything you do has to be watch very closely for sandbagging. If you are talking about one (1) league, you might be able to keep it totally above board and make a good experence for the members.
 
The USA-PL 8-ball handicap league has handicaps starting at 30 through 130 (I think that is the range?). It basically is a ball handicap, example: I have to get to 30 balls before you get to 130 balls. There are a lot of other factors that go into creating a handicap, but that is the basics.
