It's my personal experience the kitchen line "moves" based on what helps the player.

Do you play by the base of the ball or the "over-hang" of the ball? Are there varying rules by varying ruling agencies?

The base of the cue ball determines it's position. The head string is not part of the kitchen so the base of the ball must be behind the head string, not on it.

If you are playing in a bar league, rules are different.

You can make up any rule you want if it is your house or bar.

Just like a scratch on a break shot...some rules cueball stays in

in the kitchen, and some rules say it is ball in hand any where.

WPA World Rules
http://www.wpa-pool.com/web/the_rules_of_play

8.1 Parts of the Table
...
Behind the head string is the area between the head rail and the head string, not including the head string.

8.13 Position of Balls
The position of a ball is determined by the projection of its center vertically downward onto the playing surface. A ball is said to be placed on a line or spot when its center is placed directly over that line or spot.

don't you mean leading edge?

Over hang is the lump above my belt. I think you are referring to the "leading edge" of the ball..

As quoted from the "Official Rule Book for all pocket and carom Billiard Games" Billiard Congress of America, 1966

"A ball is declared in balk or behind headstring if more than one half of the ball is behind a string laid from rail to rail at second diamond."

any changes since 1966 are null and void in my poolroom.:D

I usually just ask my opponent how he would like to play. According to what PJ posted, the world standardized rule is apparently base of the ball. Most of the guys I gamble with seem to almost always say the entire ball has to be either in or out. It doesn't really matter to me as long as it stays consistent during the match.

I guess I will start mentioning the base of the ball rule from now on when I play.

Brandon, despite my post above, I've always played all in. Just bought that rule book and had to get my moneys worth:D

However my opponent likes to play is how we determine the kitchen. I prefer base of the ball, but don't care either way when I play. Base of the ball is easier when there is a clear line.

I believe it should be base/ vertical center of ball.

That said, I really don't care, as long as same rule applies to both CB and OBs.
