Hood leather only deals with billiard businesses not the general public. They do good work though. Find a local business ask who does there pocket releathering and if they say hood then they can take care of it for you.

Wouldn't that depend on the type of table? At least use Phillips head screws. 16's are probably bigger than you'll find in most hardware stores. Try Fastenal online.
That is pretty accommodating of you. Personally feel this is on the installer for either causing or not seeing it before install. Assuming its not just that lighting. Looks like a crappy cloth install that's for sure.
