Adhesive spray location, for the cloth.

On a Valley table which is best to do, put adhesive under the rail area and on the slate edge, and cut the cloth off even with the bottom of the slate, or put adhesive on the bottom of the table and tuck the cloth underneath the table slate and stick it there.. Any advice would be greatly appreciated.

Under the rail and on the edge. Cut off on the bottom of the slate. As you described in the first part of your post.

For me it makes it easier to stretch when I can tack it down on the top side of the slate. Especially working in corners. I can gather towards the middle of the pocket and press down on top of the slate. Much easier than trying to do that from the bottom.
