Thought so too. Almost looks knurled on purpose.
I’ve seen a tool they rake across the face to make it flat if there’s a wobble and it’s determined the face is off

I used the initials N.C. H.C. N.G. H.G. M.C. M.G. I used those combinations just in case the initials were not as they appeared to be. After comparing them to my cuemakers list, the only 4 names that would fit from the mid 90s were all Michael's. Capone,Carpenter, Givens and Gulyassy.
Someone else must of left the chatter marks, I can’t imagine that would leave his shop like that.
