Yes, this is a pub game in England called Bar Billiards.
See youtube to understand. It's a timed game where the balls fall into holes on the surface and travel through channels and back out in the storage box in the front. Once the timer counts down a "Bar" blocks the channels no longer allowing the balls to be released. This is why it's called "Bar" Billiards. Not because the game is played in a Bar or a Tavern.
