Welcome to Austin. I think you will find we have a pretty good pool scene here. Skinny Bob's on Round Rock has the best tables imo. 9-footers with simonis. The Texas Open is held there every Labor day weekend. Free pool on Mondays as well.
They have this rule in the Texas Open as well. I agree that the rule is ok but it can be taken too far. A couple of years ago in the Open I made a 9-ball and scratched. Out of habit, I grabbed the balls and started racking for the next game. My opponent called it on me and got the extra game on...

I'll be there for Masters and minis as well. I think the minis tournaments are usaully $20 and pay 80/40/20/20 for 1st/2nd/3rd/3rd. They have 2 or 3 a day that are $50 entry and those pay pretty good. They are usualy broken down by skill levels too.

The place you were referring to was Eric's. It has since changed names to The Grand. Still a pretty good spot with occasional action but like Chris said G-Cue has the best equipment in town and some pretty good players lurk in there.
