Good point about the problem with low starter ratings. Not sure it made a difference in this case since it appears he beat his opponents by more than any possible spot they might have gotten if he were rated 683.

As for Derby it is unrealistic to have 200 players reporting scores at the front desk after every round. You would need a verifiable mobile phone app to report scores.

Don't see how you can change ratings during the tournament. The brackets are drawn and fixed. Maybe you could handicap the matches and change handicaps during the tournament but that sounds chaotic and vulnerable to extreme sandbagging.
As I recall they open sign ups on dcctickets.com around mid October and also post the hotel registration discount code. On site sign ups are done at the signup window until noon on the day of the draw at 1:00 on Fri, Sun, and Wed for banks, 1p, 9ball respectively.

If not mistaken I think the green fee was included in the entry fee. There was a $25 registration fee for players to get a new card. Don't know if league players had to pay again or not.
