Add my $.02 on the topic - Clearly looks like a foul to me. Using both angles shown in this thread and watching them frame by frame (tap the < or > keys to reverse/forward frame by frame) The ball changes direction a lot as soon as it makes contact with the cue.

Yeah Shaw complains about the rack, then forces SVB to rerack. He does and makes a ball and runs out. Shaw then quits and calls him a cheater.
