I do tilt my cue when chalking, but admittedly, I've never burnished this Joss shaft that's picking up all the chalk. I know that it's common to burnish the sides of the tip, but you're saying that the length of the wood shaft should be burnished as well? And that'll keep it from picking up...

I do like the Master's chalk, but don't like how it gets into the pores of the wood. It's my OCD thing.

True. I also use the tip covers from Longoni and some other's that are short/clear plastic one's to capture that.

I already do that with my billiard gloves, which is as far as I can press that. But I stepped out on a limb and took some pump hand soap and a fingernail brush to the Tiger burnisher tonight. Blotted with a towel and am letting it dry. We'll see how it holds up!
