Rhino CUES weight bolt system can’t access.

I have a Rhino Cue from Amazon. Nice Cue can’t remove the weight bolts It has a black cover over the discs. Does anyone know how to remove this???
I can’t get my Allen wrench on it. They’re covered.Ed
