3/8-10 shaft fit a 3/8-10 modified pin

I have an OB cue butt with their modified 3/8 x10 pin, and i had a local cue maker tap my pechauer rogue shaft, and mcdermott g-core shaft, both standard 3/8x10, to fit the OB. It only took him a few mins and the fit is perfect. Yes it can easily be done by a competent cue maker. He has a lathe and all equipment. If i bought the tap and tried it myself i probably would have ruined my shafts.

So a tap can open up the minor or is something else happening
