I think its a Southwest and a very, very desirable one.
Yes, there's a wax plug in the butt.
Supposedly it's from the eighties. Is there any way to contact southwest ait the authenticity of the cue?

Can I get your Vigus cue since you won't need it anymore?
I think, not sure, but back then SW cues had a different profile. It was coke bottle shaped so there's a barely noticeable thickness at the grip. Mine does - it's a Kershenbrock SW
If you're worried whether this cue is a Southwest or not, then you should send it to Laurie. For a fee, Southwest will examine and will issue an authentication letter. Also, if the cue is ever stolen and ends up at Southwest, they will have your contact information for recovery.
