This is a good start. Remember the first part of the description is accurate. I have watched a lot of BCA matches, the descriptions someone came up with of what they are capable of is way overstated.

I'm not 100% sure I understand what your saying.

In my experience the descriptions on Dr.Daves website
are about as accurate as they can be for well established
players.

As always handicaps are just a guideline not an
end all be all.

If your talking about watching a national tournament,
most of those players playing well can seem a little
above average because their practice and preparation
for the event is above average vs regular league play.

Conversely it may be below average due to the pressure
or inexperience in large events.

Let me more clear. This is accurate – 700-A top regional player in the US; a threat to cash in the Master’s Division at the BCA/VNEA Championships. This is not-a threat to run six in a row if the break is working. It is inaccurate and redundant. Obviously if you run a six pack your break is working. I've never seen a 700 even come close to this.
This is accurate 500 – A good local league player, I've never seen a low 500 come close to %10 B&R. Its like somebody let "road story guy" do the final touches.

Ok, right, if we parse out equipment, you can specify and make the descriptions seem more legit. Open after the break throws all my numbers into a tail spin, I wouldn't gamble that way.

There are many more examples around
the country of guys that play 700ish pool
that can string a few together.

I would venture to guess that a vast majority of
amateur fargo ratings come from bar box
8 ball.
I also think as far as the runout examples
on that website go, they are talking about
bar table 8ball.

Thats where I got that from.

Yeah either bar table 8 ball or Rec style 9 foots (over 4 1/2" pockets with a sprinkle of generous pocket geometry.)
