Drawback

In playing 9 Ball, I scratched on the break. The 1-Ball rolled all the way up to be within the "Kitchen" during the break.

My opponent wanted to be able to take ball-in-hand in the Kitchen and play the 1-Ball which was also in the Kitchen. Is this legal to do, or must he have the cue ball leave the Kitchen and come back to hit the 1 ball?
