3 foul rule question

I was watching a match that was being announced by Ken Shuman & he said that you must inform a player he's on two "when he returns to the table". The BCA rules state "between the 2nd & 3rd shot" I asked Ken about this and he said he's using the "world standardized rules" not BCA. I can't find the WSR's anywhere, can anyone confirm this ruling actually says this or if it is just his interpretation? I agree it should be when he returns but that's not what I've read.

6.14 Three Consecutive Fouls
If a player fouls three times without making an intervening legal shot, it is a serious foul. In games scored by the rack, such as nine ball, the fouls must be in a single rack. Some games such as eight ball do not include this rule.
The referee must warn a shooter who is on two fouls when he comes to the table that he is on two fouls. Otherwise a possible third foul will be considered to be only the second.

If there is no referee, the rule still applies.
