This is dependent on your area and the supply of used pool tables. Used Pool tables will sell like antiques...what you can find a person to pay for it. You will find people will take less now than they will in a month or three from now (tax refund time). Then it will go back down.
If you compare it to new new ($9000), it should be no where near that. Dealers have buyers a finance option that allows them to get exorbitantly higher prices than a resell cash exchange will. Eight years ago there was a much different market for resell.
In my area there is a dealer selling a used reconditioned 8' Brunswick Anniversary for $4000. This includes delivery, set up and new cloth. I saw the table on CL not long ago for $1500. So the owner couldn't find a buyer at that price and probably sold for 1000 or less. Often people move and don't have the time to sell it.
