9 Ball - New Break Rules

I have been watching YouTube European tourney videos. They talk about new break rules, but they don't explain them. At least on the videos that I am watching.
Can someone explain please?

I think it is 9 on the spot, cue in a box that is roughly one diamond either side of center table behind the head string. The break box is a little more complicated, but I don't recall how they decided to draw the lines.

Thank you for that. What is the reason for the 9 ball on the spot? I watched a Filler match and I think he had only one dry break.
 
9 on the spot makes the break less predictable and gets rid of the pretty much guaranteed wing ball.
 
This is the same break configuration as the International 9-Ball Open last year, which included the 3-point rule.
