There also used to be ratings for how well you scored. Ex: Pro - Semi-Pro - A - B - C etc.
I remember learning about the game here on AZ. I made up some of my own score sheets and still play from time to time.
Sounds like this is playing the ghost and just keeping track of how many balls you make each rack.
Going by what I feel is the right ratings, a D would make 1-2 balls a rack on average, C 3-4, B 5-7, A 8-9. I play at about a B+ level and I can beat the 7 ball ghost pretty much at will with a decent score, but have issues with the 8 and 9 ball ghost. This 99 game seems like a 10 rack ghost game where you keep track of balls made not just wins.

if i understand you correctly
is there are only 7 balls on the table to start when you beat the 7 ball ghost
with this game there are 9 balls to start with
