Most of the shafts are all made in the same place. I'd be more concerned with the tip on a break cue.
The average player level the break really isn't making the game. Most guys are not running out from the break.
Carbon Fiber has less chance of warping then wood.
It depends on what you wanna spend. You wanna spend alot get a predator, Not that much get a cuetec, even less get a Rhino or some other brands. Everyone is pretty much making a carbon break cue now. Not one of them has a edge over another.
Techinque, Tip hardness and shape effect the break.

There is no best, there is only preference.
A cf break shaft will transfer more power to the cue ball. I had a friend who went through cancer treatment and lost alot of muscle and had a weak break when he came back. Changing to a bk rush made a huge impact on his break at that time because he knew how to break, but needed a little help since he lost strength.
