Break for the head ball in 8

I know some break for the 1 in the side in 9 why not in 8 or 10? It’s usually the balls in the second row or something else in those. Why not break for the same ball(s) in every game?

Any of the top three balls are fair game for the sides. There's a rotation game with multiple money balls and two go right behind the 1. Always played for the side.
