I would have guessed older. but don't know. I did find that that is the French made Brunswick cue stamp. as seen towards the bottom of this page.

this guy seems to think his is over 100yrs old. but it's ebay so, take it for what it's worth.

Bumpers were not that common on cues until mid 60s and early 70s. Of course it could have been an add on later. This would be a tough one to date.
