Calculate exact turn / thread

i have a cue that i am replacing the handle. both buttsleeve and forearm will be connected by a tenon which i will tap to 3/8-10. question is how do i get the inlays to line up on the forearm and buttsleeve when i screw it into the handle?
 
After you connect the handle on to the forearm, you will have to dry fit the buttsleeve and face off the handle until the buttsleeve lines up with the forearm then glue. That's how I would do it if I were installing a new handle the way you described.
