Can a phenolic collar be added to a finished shaft?

Can a phenolic collar be added to a finished shaft?

If so, is it a difficult (expensive) process, or fairly simple?

My break shaft does not currently have any kind of collar. I am under the impression that a collar can help prevent the shaft from starting to split.

Yes it can and even though I used a sneaky pete for breaking and after 15 years have yet to crack anything...it's not a terrible hard job with the right equipment...

If you want it quick and cheap one can be added and just polished. But to do it right it would need to have finish sprayed on it, and buffed out.
