Can somebody explain 'push out' in 10 ball ?

What is the 2nd shot push out ?

I've read the rules, and basically it seems like there are no rules for the second shot, assuming nothing was made on the break, and it was a legal break.

Is the whole idea that the guy shooting after the break can do ANYTHING with the assumption that the OTHER PLAYER gets to choose who shoots next after the second player does pretty much anything ?

Thats correct. The first shot after the break, no matter who is shooting, can call push and does not have to make a legal shot. This MUST be called. The incoming player then has the option to play or give it back.

No, the player pushing cannot do just "anything." It's still possible to foul on a push, yielding ball in hand for the opponent. But two ways of fouling on other shots are not counted as fouls on a push (i.e., those rules are suspended) -- not hitting the lowest-numbered ball first and not driving a ball (CB or OB) to a rail after contacting an OB.
 
How else could you foul on a push ? Do you have an example or two ?

Do you mean like moving a ball accidentally with your hand or stick, or those kind of things ?

- Scratch (pocket the CB)
- Knock the CB off the table
- Drive an OB off the table
- Double hit the CB
- Push the CB (push shot)
- Shoot while a ball is still moving
- Violate a shot clock
- Touch a ball
 
I didn't think you could foul on a push out.

Unless you hit the object ball first or shoot a clean scratch. You may roll out. Nothing has to hit a rail. Or does it?
