can someone explain TAP skill level raising to me?

So long story short I just came back to pool after a 25-year break invited to play on a tap league team. Started as a four by default raised to a 5 after first night raised to a six after second session. during second session I beat a four in 8 ball 4 -1 and lost to same 4 4-1 in nine ball and get raised to a six?!?!? Can someone make that make sense?
 
Winning or losing a match in Tap, has no impact on skill levels. It is simply your ball count ratio, makes/misses, with defense making a little impact.

Extreme example: If you break and run the first rack, break dry next and your opponent runs out and breaks and runs the rest they need, you have a ratio of 7 completes and no misses. That would make you a high skill level, especially with little history.

I've been to many tap national events and skill levels are more consistent across the country than the other league.

Also, skill levels are separate for each format. I've seen a player be a 5 in 8ball and a 3 in 9ball. One level difference happens often.

If it’s like APA, then they scratch your name on an old Dufferin cue, put an old Indian headdress on and throw chicken bones as they say Sanskrit incantations in Greek. Then they throw a dart at a board with just numbers from 2 to 9. Or something similar. This is as close as we can come up with.

Now that's some funny shit right there. Trying to explain nuclear physics would probably be easier than explaining how leagues operate.
