Are you sure it says 'downloading' and not just 'loading'? If it says just 'loading' and never completes, you need to download a new version of Shockwave from the adobe.com website FIRST, AND INSTALL IT BEFORE

Do you check your 'download manager' to see whether it completed or not?
(In Netscape, ctl-J brings up the download manager). It may download, but not install, and you manually have to open it to install it.
Now if you open it to install it and it doesn't run, it means you do not have enough available RAM (Executable memory) to run it, which means you have too many other things running. You would need to close programs out before installing the new Shockwave plugin.
