Cut Break

It's a break usually executed when there is a 'break from the box' rule in effect. The breaker will position the cue-ball on the outermost edge of the box (ie., the right corner) and hit half the 1-ball with bottom-outside english (the right side of the 1-ball with bottom-right). This is a soft to medium break. The point is to pocket the corner ball in the corner and/or the 1-ball in the side and move the cue-ball to center table.
 
Hmmm... I was taught to use inside english with the cut break.

No, that would send the cue-ball down-table once it hit the rail. You use the outside to have it climb back toward the center of the table.
 
are we talking about 8-ball? because if you are talking about what I think you're talking about I go for the 3rd ball with a little bit of low right. Get's a good spread, but I only make a ball about 40-50% of the time. But when I do, it's pretty much lights out because of the spread.

We're talkin' 9-ball. In 8-ball, the break you refer to is used to try and make the 8 on the break. In the APA, you're required to hit the apex ball or one right behind it so you go for the second ball, same stroke. I like this break too simply because the cue-ball tends to stay down-table which is right where you want to be on a bar-box.
