Cut shots with stun vs top or bottom

What is happening here exactly? Oftentimes I get an undercut with stun compared to draw or top..

When you stun a ball slowly it has more throw. When you stun a shot that's close to a half ball pot it will throw more. Generally people get used to it. You can use a little outside to try and minimize or even eliminate throw when you stun a ball. But if you hit a stun shot firm throw generally is minimal. When you have to hit a stun soft then rather than use outside spin, especially when the shot distance is not short its better to just aim for the undercut side of the pocket and the ball will go on the thick side of the pocket. Never aim to miss the pocket or hit the thin point just incase you apply a little outside or don't stun the ball.

Dr Dave's article demonstrates a 4 degree undercut over a long distance with stun vs draw? This would be a good time to use outside "helping" english.

Depends on how good you are at using English over a long distance. If you struggle with adjusting for stun then chances are you wont be hood at compensating for the effects of English over a long distance either.
