cutting brass rings

Ive got a jig i moch up my butt sleeves on to cut everything down to one size (1.35) .This lets me see what its going to look like with rings ,wood combonations ect .On the one im doing now im useing a .015 brass ring with a .015 fiber ring on both sides and in the middle.cutting .010 with the router using the end of the mill (1/4inch 3 flute).After the cut it,it looks like .030 ? How do i fix this . Do cut them down to a few thousands over final size or under cut them a little before glue them up ? Not sure what to do here any help would appreciated. Thanks RED
 
i dont use rings that thin but try to leave it a little big and sand with new 220 really good. that what i do. i also have a very small fine file i use sometimes.

I'm going to first suggest that your bit may be dull.
Next I'm going to suggest that if you are still a few thou. O/S, that you switch to a tool-post mounted tool-bit. One with a very wide cutting radius and very sharp. HSS takes a very keen edge.

You may be able to clean them up if the end-mill hasn't compressed the ring too badly. Also, in your finish passes, lessen your cut to .002/.003".
