Do ferrules and tips really make a difference?

In condsideration of Break cues and Break/Jump cues,
do the ferrules and tips on them really make much of
a difference?

New Breakers and Break/Jump Cues come out all the time,
some portray their new ones as the best out there, especially
with their own brand of ferrule and/or tip they put on it.

After reviewing the comparison testing on Platinum Billiards
for Break and/or Break/Jump cues, I was a little surprised.

Among the top 4 for speed:
Mezz has a special break tip by Mezz, no ferrule info., speed=25.64
Fury has a phenolic tip and ferrule., speed=25.47
Scorpion has a fiber tip and LePro tip., speed=25.47
Cuetec has a LePro tip, no info on ferrule., speed=25.47

I understand there are other considerations, but, to me, speed is a
good testing ground for a Break cue, and, in these mixed results, ferrule
and tip do not seem to make much of a difference.

What do you think?

I think it makes a big difference as far as the ability to jump a ball... Harder tip the better... but you need to either be able to chalk or have a natural tacky surface... which is also a factor.

speed of the break is mostly dependent on the user only slightly on the equip...

My question to the Platinum Billiards results would be if all cues were identical in weight, and if so...how much did they weigh?
(however, I do think that tips and ferrules do make a difference in a j/b cue)

DM - They say they like to keep them around 19 ozs.

The Mezz was 17.6
The Fury and Scorpio were 19.0
The Cuetec was 19.9

They use a machine to break with in the 24-25 mph range, as they
stated, that they believe this to be about the average break speed.

Around 19 oz?? The Mezz is 1 1/2 oz. lighter and the Cuetec is 1 oz. heavier. That's ALOT!!

I also imagine if they tested 4 "identical" Fury's or Scorpion's etc. there would also be a variation
