It could be a 10. Easier to find a shaft for that.

You can buy unfinished shafts(no Revo tho) and have cuemaker drill/tap it.

Yes. You should be able to go to any true billiards store with a lathe and they can order a blank and set it up for whatever pin u have. And it is a 3/8 10.
