Double Ring on leather wrap

Hello,
On the leather wraps from Chudy and Gina cues there is a two ring on top and bottom of the leather wrap.
Is there a tool out there to do that?
Can you guys provide some help or light on this one ?

I second that one. Lee makes a great set of leather tools to do the grooves and press the end of the wrap flush with the finish.
