I gotta agree with the Doc! I have over 1300 feedback, 100% positive. But as a Seller, I do not allow New Users to bid without contacting me first. If they do anyways, I email them and let them know that only PayPal will be accepted, no mailed payments, and payment must be made within 24 hours. If they respond and agree within 24 hours of the email, I don't cancel their bid. Otherwise, I cancel them and add them to my Blocked Bidder List, which is different from the preferences that Jeff wrote about.
Any Power Seller will tell you - 90% of all problems and wrongfully placed Negative Feedback comes from new users.
Granted, New Users are the future of Ebay, but ya gotta protect yourself. As long as they're responsive and email b4 they bid, or quickly respond to my email - no problemo.
But I disagree with Duke - "wait until you have a problem and then deal with it" - to paraphrase. Going that route, you wait 7+ days for payment, then file a NPB, then wait 7 more days, then recoup fees and pray the 2nd highest bidder still wants it, and that you want to accept their non-winning bid amount??

No. Be proactive with a little prudence and due diligence and you can prevent the problem from ever happening.
In your case, Taiko, sounds like you're fine! Your Buyer paid with a PayPal "E-Check", and they take 3-4 days to clear. As long as the cue is "as described", you have almost a zero chance of a chargeback. Just DON'T SHIP until PayPal notifies you that the E-Check has cleared, then make sure you login and "accept" the payment - then ship the cue.
