I recently acquired this tool. Does anyone on here have any idea of its manufacture, approx age or value?

That is called a "Taylor Tenoning Machine". It was made to put tenons on the ends of house cues. Works similar to a pencil sharpener. A repeatable depth of cut could be set and then a number of tenons cut for installation of ferrules. It has also been used in the past to trim ferrules but it does a very crude job.
