i have done some searching through the forum and have only found one mention of finishing a cue with a delrin butt cap. it says to leave the cap oversize and trim flush with the finish. is this the only method, or can you etch the surface (physically or chemically) to make the finish adhere to the delrin?

You can't finish over Delrin so I've been told by several cue makers

Delrin can only be polished, nothing will stick to it except for a special super glue formulated for it.

Sand it down to 2500 grit then polish it.

The reason to oversize is simple, how thick is the finish on the cue? That is how much you need it to be oversized. Like cutting a wrap channel, when the wrap is on, it's one even surface.

Have a happy New Year, Dave.

Never say never. Danny Tibbitts finished a delrin butt cap for me around 1987 and it is still holding up
But that being said it is overall a bad idea. This cue has mainly been a collector cue since the late 80s and has not been played since then. Delrin really does like to reject finishes and will polish and look like it is finished if done right. So no finish is needed.

I'm just going with what Tim Scruggs & Mike Cochran told me but what did they know?

you can finish over delrin just don't bang the side of the but cap against anything hard because it will lose it's adhesion...i done about 10 myself over the years without any problems...tad i believe put finish over most of their delrin caps.
