finish rub out question

I would like some advice on finishing the finish. After the cue is sprayed and ready for rubbing out, what are the different steps and products used to get that great wet look some cuemakes seem to get? Some cue makers have amazing finishes and some, even well known cue makers are not so great. It is one of the things I always notice when I go to the BCA show. Some of the cuemakers cues finish look so poor it seems there is something they either don't know or are not doing to give that finishing touch to the cue. Is there some secret?
