I know the format was a double elim, yet Bustey got to the final without losing a game, lost against Ralf, and they did not play another final. Under normal circumstances I know that Bustey would play Ralf again, but I guess they could not do this for the purposes of the TV coverage, is this right?

I believe you are correct. The BCA Open has not ever had two matches in the finals (if needed) because the matches are on TV.
The above is correct. The BCA Championship finals are always a 1 set final match and they shorten it to 7 games for TV. That way they can show as much of the match as possible.
