That would be tough to do on such a small piece of wood. Chuck Starkey was selling a jig, but you can also ask Darrin Hill here. They both know the ins and outs of full splicing. It's basically two bandsaw V cuts into your handle square, then milling four V grooves into your tapered cylinder forearm. There are other ways to do it, but that's what i've seen. adding veneers is even trickier. I think Darrin Hill posted a whole step my step to a cue he built with these methods.
