I have used half length (actually about .625) since I first started building cues. I have always just took standard steel joints and turned them down in length. I would turn the shaft end down so that only about 3/32 of the cap on the joint remained and then turn the other end down to finish length and the chamfer the threaded end again so it was like originally. It takes about 6 or 7 minutes for each joint. I did notice that Schmelke sells them much cheaper, already made. I don't know of their quality as I've never used one and their length is shorter than what I use, but, anyway, here is their location:
