Hand Tool for cutting a radius into a new tip

Is there a hand tool out there meaning not for a lathe, that can cut a dime radius center onto a tip. I usually use my Willard tip machine to put tips on. But I have to use a tip shaper by hand and it takes forever and probably not as accurate as a lathe. Is there new hand tool out there that will cut a dime radius pretty well center. I wish Willard continued with the radius cutter on their machine but I guess they never finished for some reason. Any help greatly appreciated.
 
Honestly, something like this is probably your best bet. Practice on some house cue until you can get the radius you want.

I got tired of shaping tips with Tip tools ... the Metal Cue tip Trimmer tool Works great !!! Recommended over the ultimate or any of the domed tools. Use a domed tool for finishing
