The thin collars make me think Pettit or Padgett, but really it could be anyone.
I’m going to rule out hobbyist, based on the quality.
The only other features of distinction are a square-drive bumper screw, and maybe the black pad. (I know Dufferin was using the square-drive screws.)
I think this might have the best feel and hit of any cue I’ve ever owned. Taper seems very distinct, which makes me again think Pettit.
