Help identify please.

First off YES i know this cue needs some TLC. I found this cue for sale at an older gentlemen's yard sale. I'm trying to get some clues about its possible maker or age. 5/16" Radial bronze pin (male and female), and upon very close inspection the Larger ringwork near the joint, and the joint collar are not made up of one solid piece, but many rings roughly 1/20" of an inch. (see picture of one ring). I could have just be blind to it untill now, but it was assumed by me that the collars were one solid piece (as of the cues i have purchased before). The butt cap is attached with a peculiar wood screw (also see picture). Finally, the design at the bottom is not veneer, it's uh.. something. The wood grain is natural, then there is a few layers of varnish, then the design, then more varnish.

Forearm is simply wrapless wood grain. A little note about it tho: it has knots. Dunno if that will help... but i dont even see crappy walmart sticks with knots in them now a days. I figure it may help in dating it. The biggest thing i think, that may help on dating/identifying it would be the fact that the joint collars are not one solid piece.... someone give me some feedback on that if possible (even if that feedback is telling me im wrong)
