If you have watched any of Semih Sayginers artistic billiards videos, you know he shoots whip shots very consistantly. They call them a French word I cant spell... Foui... Something with an F....
Anyway its where the cue ball is just a hair away from the object ball, and they deliver a whip stroke to get the tip out of the way, and they either follow the ball or draw the ball 5 rails afterward. It would seem to me that this would be good and usefull in pool.
My question is, how do I perform this stroke, what mental concept do I need in my head, in other words, what the hell is going on in the shot. And how can I practice this...

keep in mind another reason the ball draws 5 rails is because the felt on a billiard table is normally much faster then that of a pool table.

along the lines of that stroke, I cant help you...

I believe the stroke you are referring to uses a snapping of the wrist, much like you would to snap a towel or bring a hula hoop back to you. There are some articles on the net, I think one by the Monk. IMO, the stroke has very limited use in a real game.

You would not be able to play some of the same shots on a pool table as on a heated billiard table. You can make a lot more happen if the table is heated.

Fouette or sometimes fouetté. I liken it to dynamic back hand english, but with follow. Not quite, but of the same brethren. You have to also pick the cue stick out of the way. An open hand helps, but isn't necessary if you pick your cuestick up with your bridge hand.

It ain't all that easy. And Semih is a god.
