The Pro Shop claims 5 layers. It lists the following information on Super Pro tips:
"These medium/firm red coloured cue tips are made from 5 layers of Water Buffalo hide, and like many Buffalo tips, they are the perfect medium hardness for break cues and jump cues.

• Laminated: Yes
