I would say yes if you don't have a crazy long joint protector. My 30" shaft with joint protector measures 31" exactly and leaves about 1/4" clearance to the edge of my 3x7 Cowboy case lip. However there's also a little room in the lid, at least another 1/4" I would say, so you should be good.

Not sure.
I have a 30 inch shaft and butt and both fit fine.
Never use joint protectors but the joint is Radial, so it's pretty long past the cue.
 
Also if you like joint protectors, you can get custom JPs made that have a hole all the way through the butt JP so that the top of the pin sits flush with the top of the JP. That way it doesn't add any extra length beyond the pin.
