is this a weight bolt? if so, how can I remove it?

took a magnet to this cue, and it picked up where you see the tape- it's about 3.5 inches long
other pic is of where the bumper would be..not sure how to weasel my way in there to the magnetic part

You probably need a loooong allen wrench. I have the long allen wrenches and they won't reach the bolt in my Valhalla cue.
 
Have you inserted a long thin piece of something to drop into the hole to the top of the bolt? If you do that, and then measure it against the out side of the cue....if the line meets the hole depth you measured then it tells you how long of a tool you need....if the measurement falls short of the magnetic line.......you may have a weight bolt buried in the cue that they then put a wood plug after it to seal the deal. Call me tomorrow after 2pm EST if you still have my number.

I should have mentioned that the bumper's thread ends 1/2 inch-1 inch into the butt
it looks pretty tight in there, too, as does the joint (understandably)

It looks like a snooker cue. They often have a fitting in the bottom for a screw on extension. On the 12 foot tables, you may need an extension and a bridge.
