Which material tends to make a cue play stiffer or is it more a matter of butt/shaft taper?

Neither joint collar material will change the stiffness of the cue much, but will change the balance, hit and sound the cue makes. It is not only the taper, but also the woods chosen that make a cue play stiffer, along with some construction methods.
 
I once both a stiff house cue, I had my cue maker convert into a sneaky peter and after that it was no longer as stiff. It had no joint collar. So what made it less stiff ?

How do you know it was less stiff?
Did he change the taper at all or just install a joint screw and insert??
The joint will change the hit, and compression action of the cue some.
The original poster was addressing joint collars and not joint screws.
 
I hit my palm on the forearm and it vibrated more when it was a 2 pc cue
just inserted a screw, Taper was not change

Sounds like a personal problem to me. Have you thought of Viagra or Cialis?
